Subchapter J of Chapter 38 of the Texas Insurance Code establishes the Health Impact, Cost, and Coverage Analysis Program (HICCAP) to prepare analyses of legislative documents concerning potential new mandates on health benefit plan issuers and administrators. The statute also requires TDI to assist by conducting special data calls to collect information on potential administrative expenses related to legislation under review by HICCAP.
Subchapter J also imposes timeliness provisions intended to return collected data to policymakers quickly to support the legislative process. For this reason, TDI is seeking contact information from issuers for communications related to special data calls. Contact information should be for issuer staff able to facilitate gathering of requested data within a limited turnaround time. Issuers can provide contact information for up to three contacts, but must provide at least one.
When providing contact information, please consider personnel that can be available to receive requests, the need to convey the request to data managers responsible for retriving the data, and the ability to submit responsive data to TDI timely. Generic email accounts that are used by multiple staff members are acceptable if they are regularly monitored.
